Through Administrative Steps:
  • Surprise visits (seeing is believing)
  • Crackdown against agent mafia with the help of District Administration.
  • Disciplinary proceedings against corrupt and inefficient.
  • Review & rationalization of staff posted at Regional Passport Offices (RPOs) and Head Office.
  • Enhanced public accessibility i.e. Facilitation Desk at Head office and Information Counters at RPOs.

Surprise Visits by Director General Immigration & Passports (DG. I&P)
A campaign has been launched for bringing reforms to provide people friendly & corruption free environment and best possible services to passport seekers. To achieve this objective Director General Immigration & Passports (DG. I&P) is visiting a number of Regional Passport Offices (RPOs).

Visit of RPO Gujar Khan by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit of the Regional Passport Office (RPO) Gujar Khan on 12th of September 2013, as one of its initiatives to curb the misappropriation in provision of public service.

Following directions were issued:
  • Passport Processing Counters be rearranged according to the processing sequence.
  • Digital Counters for visibility of Token/Processing Numbers be installed.
  • Seating facility to be raised at-par with workload for accommodating 100 applicants.
  • Electric water cooler be installed for clean drinking water.
  • Over staffing shall be dealt; by posting the surplus staff to the HR deficient RPOs.
  • Technical team was constituted to put up detailed report within a week after assessment of the requirements pertaining to hardware, furniture, repairs etc of the RPO.
  • 1765 passports were found undelivered, notices be dispatched to the applicants for collection of their passports and they should also be contacted on their cell numbers.
  • Office Incharge, RPO, Gujar Khan has also been transferred.


Visit of RPO Gujrat by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO), Gujrat on 20th of September 2013. Local administration was contacted by DG for removal of agents/touts sitting outside the office. The dens of touts were demolished under the direct supervision of DG Sikandar Sultan Raja with the assistance of ADC Farooq Rasheed, TMO Khurram Mahmood and TOR Salik Syed.

Following directions were issued:
  • Immediate establishment of Information Desk/Counter at main entrance of RPO.
  • One more counter for Data Capturing be made functional.
  • Notices be dispatched to the applicants for collection of their passports as sufficient number of passports were found undelivered/unclaimed. Total number of undelivered passports were 6700.
  • Telephone number of applicants must be entered on the data form.
  • Immediate processing of pending cases; regarding applicant verification be disposed.
  • Possibility of establishing Bank counter in the RPO, be explored.
  • Possibility of establishment of a canteen for public refreshment, be examined.
  • Two Data Entry Operators were transferred because of their incompetence.


Visit of RPO Faisalabad by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Faisalabad on 23rd of September, 2013. DG. I&P with assistance of DCO Faisalabad, supervised the crackdown on agent mafia & arrested 19 of them.

Following directions were issued:
  • Establishment of Information Desk at main entrance of RPO.
  • Suspect cases of issuance of passports to be sent to headquarter for further scrutiny.
  • Notices be issued to the applicants for collection of their passports, as 8633 passports were found undelivered/unclaimed.
  • Separate Counter for ladies, be made at Biometric & Delivery stage.
  • Additional Counters be established at Token/Photo & Data Capturing stage.
  • Provision of seating facility within the corridors of RPO building.
  • Posting of five staff members to the HR deficient RPO.
  • Ladies counter for passport delivery section be established.
  • Potable water & adequate provision of shade for applicants approaching Token counters be made.



Visit of RPO Shahdarah (Lahore) by DG. I&P
Director General Immigration & Passports (DG. I&P) paid a surprise visit to Regional Passport Office (RPO) Shahdarah (Lahore) on 26th of September, 2013. He expressed his displeasure over the working of the staff.

Following directions were issued:
  • A team comprising of Hardware Specialist/Engineers were constituted to visit the office within one week to assess the requirements of the office with reference to hardware, furniture etc. and to put up report within 10 days.
  • Incharge RPO was also transferred & directed to report to DG office, Islamabad.
  • Advised better coordination with other agencies like PTCL for smooth working of Telco Media.
  • Proper audit of fuel for standby electricity generator, be followed.
  • For Removal of encroachments; the coordination with district administration was made and directed Incharge RPO to coordinate with DCO, Lahore.
  • Separate Counter for ladies, be made.
  • Ensure adequate supply of potable drinking water for the public at large.
  • Guidelines for issuance of passports must be displayed on prominent areas in the RPO.
  • Proper queue management for public be ensured with the help of digital display counters.


Visit of RPO Sargodha by DG. I&P:
Director General Immigration & Passports (DG. I&P) paid a surprise visit to Regional Passport Office (RPO) Sargodha on 30th of September, 2013. During his visit, he went to all the Passport Processing Counters & interacted with the applicants present there. DG. I&P with assistance of DCO Sargodha supervised the crackdown on agent mafia & even arrested one of them.

Following directions were issued:
  • Two officials were asked to report to HQ and placed under suspension.
  • Notices be issued to the applicants for collection of their passports and they should also be informed on their cell numbers, if available as 4829 passports were found undelivered/unclaimed. (DG called the applicants himself, to know the truth about being contacted on cell numbers for the delivery of their passports from the RPO)
  • Record of 26 suspect cases of issuance of passports to be sent to headquarter for further scrutiny.
  • Ladies counter for passport delivery section be established.
  • Potable water for public be made available, immediately.
  • Queue management system be installed in a logical manner and guide signs to be displayed.
  • Three Data Entry Operators have been withdrawn from RPO, Sargodha and posted at RPO, Gujrat.


Visit of RPO Sialkot by DG. I&P:
Director General Immigration & Passports (DG. I&P) paid a surprise visit to Regional Passport Office (RPO) Sialkot on 28th of October, 2013. During the visit, he went to all Passport Processing Counters. DG. I&P with the assistance of DCO Sialkot supervised the ‘wrack & ruin’ of agent mafia.

Following directions were issued:
  • Establishment of Information Desk at main entrance of RPO.
  • Queue Management System be installed in a logical manner and Guide Signs to be displayed, properly.
  • Three officials were posted to cope with HR deficiency, yet two more to be posted, as-well.
  • Additional Counters be established at Token/Photo, Biometric & Data Capturing sections.
  • Additional Counter for Interviewing Applicants be established & DAD from RPO Jehanian shall be posted to handle it.
  • Passport Delivery Section to be re-established, properly.
  • Record of 27 Suspect Cases of ‘Issuance of Official Passports’ to be sent to headquarter for further scrutiny.
  • Record of 22 Suspect Cases of ‘Change in Date of Birth & Name’ to be sent to Headquarter.



Visit of RPO Peshawar by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Peshawar on 07th of November, 2013.

Following directions were issued:
  • Prominently displayed directional Boards be installed, from entrance of hayatabad town scheme to the RPO.
  • Establishment of Information Desk at main entrance of RPO.
  • Additional Counters be established at Token/Photo Capturing sections & a railing to be installed for proper queue management.
  • Instructions/Information about Issuance of Passport & Visa, Balcklist Cases, Help-Line, SMS & Email Contact service to be displayed in RPO on noticeable place.
  • Suspect cases of issuance of Official passports to be sent to headquarter.
  • Suspect cases of change of Date-of-Birth in passports to be sent to headquarter for scrutiny.
  • Notices & Calls be made to the applicants for collection of their passports, as 5853 passports were found undelivered/unclaimed.
  • CCTV Cameras & waiting area TV to be repaired.
  • Two Data Entry Operators (DEO) were transferred to Kohat & Abbottabad, respectively & a Superintendent be posted to HR deficient RPO.
  • Cleanliness & maintenance of the RPO building to be made, immediately including the disposal of unwanted records & allocation of grants in regard to it.
  • Report to be submitted for revamping system’s hardware items.



Visit of RPO Kasur by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Kasur on 28th of February, 2014.

It was observed that there was shortage of chairs for the public in the processing zone, no separate token counter was established for females, level of cleanliness was not satisfactory, there was no stationery for the office work and more computers were required to open sufficient number of counters. 50 fiber glass chairs have been provided for the public. Required computer equipment has been provided and a budget of 1 lac has also been provided under the relevant heads. Officer Incharge has been warned to take up the issues at the head office level whenever and wherever required.



Visit of RPO Bhalwal by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Bhalwal on 3rd of March, 2014.

Office is located in a rented building which is sufficient to cater for the workload. All the staff was present. Applicants waiting for their turn were interviewed but no complaint was received. The office Incharge requested to provide chairs for the staff and requested to provide budget for the stationery. Required number of chairs have been provided and stationery has been supplied from the head office.



Visit of RPO Islamabad by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Islamabad on 25th of March, 2014.He showed great concern over the office being located in the first and second floor of the building as it posed to be cumbersome for the handicapped and senior citizens to reach there.

Further instructions issued by him are as follows:
  • Directional boards and instructional charts be displayed with guidelines.
  • Ground floor suitable for office to facilitate the handicapped and senior citizens.
  • Proper installation of railing to manage the rush of applicants during peek hour.
  • LED's be installed properly to facilitate the applicant.
  • Availability of clean drinking water.
  • All electric lights to be functional. Blinds on windows to be removed to ensure proper lightening in office.
  • Observe cleanliness of the office premises.
  • TV to be installed in the main processing hall.
  • AD to take seat in the processing hall to be reachable by the applicant easily.
  • Number of security guards to be raised by one.



Visit of RPO Jehlum by DG. I&P:
DG (I&P) conducted a surprise visit of RPO Jehlum on March 31st, 2014. Office Administration was scrutinised in detail and following directions were issued in the interest of the public good.

  • Total functional strength of the staff be raised to 17 from 11.
  • Token and data entry counters be incremented by one and separate counters for biometric, ECL/BL, scroll and delivery be installed.
  • Office space be increased by further adding the first floor of the same building in Office premises.
  • Absence of directional boards, instructional charts and cleanliness of office were questioned.
  • Availability of clean/hygienic drinking water in the main processing hall.
  • Seating capacity for the public be increased.
  • Expedite the delivery of undelivered passports as the number reached close to 1500. Notices be issued to applicants with directions to collect their passports.
  • Suspect cases were studied and officer incharge strictly directed to take decision in the pending cases. A report in this regard be submitted to DG(I&P) within 15 days.
  • Two officials were suspended, immediately, on disciplinary grounds for being absent from their duties.



Visit of RPO Karachi by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Karachi on 16th of April, 2014.

Following major directions were issued:
  • Shifting of Passport Office i.e. Karachi III (West Malir Branch) to Malir for the benefit/convenience of the public of the area who have to travel long distance to Sadder.
  • Establishment of an Independent Passport Office for the applicants paying Urgent Fee for the Issuance of Passports.
  • Shifting of Passport Office i.e. Awami Markaz to EOBI building to cater to the space required to accomodate the workload of about 500 applicants daily.



Visit of RPO Okara by DG. I&P:
Director General Immigration & Passports (DG. I&P) conducted a surprise visit to Regional Passport Office (RPO) Okara on 3rd of April, 2014.

Following major directions were issued:
